وقف إطلاق النار سوف يكون في مصلحة اسرائيل

لقد قامت حماس بإطلاق آلاف الصواريخ داخل الأراضي الاسرائيلية في السنوات الأخيرة, و يبدو أنها قامت بذلك بنية أن تثير الرد الاسرائيلي الذي أدى الى إحالة المباني و القرى في غزة الى ركام. في المقابل فإن اسرائيل مارست حقها الشرعي في الدفاع عن نفسها من أجل تدمير القوة العسكرية لحماس. و لكن هناك نقطة تأتي ما بعد هذا الأمر بحيث يصبح لمثل هذه العمليات نتائج عكسية و تصبح غير مبررة أخلاقيا. و الآن فقد وصلنا الى هذه المرحلة.

إن الأزمة الإنسانية في غزة حادة جدا بحيث أن وقف إطلاق النار أصبح ضروريا جدا, بغض النظر ما إذا كانت اسرائيل تشعر أنها قامت بتحقيق أهدافها العسكرية أم لا. من البديهي بأنه سوف تحدث إصابات ما بين المدنيين في ظروف الحرب؛ و لكن موت مئات من الناس بما فيهم أعداد كبيرة من الأطفال أمر لا يمكن القبول به. إن لدى القادة الإسرائيليين التزامات واضحة أمام القانون الدولي للتأكد من أن يكون عدد الضحايا ما بين المدنيين في أقل حدوده؛ و هذه التعليمات ملزمة حتى إذا تم استخدام المدنيين كدروع بشرية من قبل مقاتلي حماس. ليس من الصحيح البحث عن حماية الضحايا الأبرياء الذين يقطنون جنوب اسرائيل عن طريق قتل الأبرياء في غزة.

إن قرار مجلس الأمن رقم 1860 الذي كتبت مسودته من قبل المملكة المتحدة و مرر ليلة الخميس مع امتناع الولايات المتحدة عن التصويت يقدم طريقا للتقدم, إلا إذا كانت الاتفاقيات الأخرى التي يتم التفاوض عليها يمكن أن تضمن أمن اسرائيل. و هذا القرار يتضمن وقفا فوريا للنار و مرور و توزيع المساعدات الإنسانية عبر جميع أنحاء غزة, بما فيها الغذاء و المحروقات و العناية الطبية. كما يدعو القرار الى سلام دائم قائم على المبادرة المصرية, و الذي سوف يؤدي بالتالي الى دولتين ديمقراطيتين و هما اسرائيل و فلسطين بحيث تستطيعان العيش جنبا الى جنب بأمان و حدود معترف بها.

إن اسرائيل مرتابة من هذه الصيغة: فهي تتذكر بأن وقف إطلاق النار الذي حصل عام 2006 في جنوب لبنان فشل في نزع سلاح حزب الله. و لكن إذا استمر قصف غزة لمدة طويلة, فإن هذا الأمر سوف يؤدي الى إيذاء اسرائيل على المدى الطويل. في النهاية, فإنه يجب إيجاد حل سياسي. فليس هناك من حل عسكري يمكن أن يستمر.

It has fired thousands of rockets into Israeli territory in recent years, apparently with the intention of provoking the very response that has reduced buildings and villages in Gaza to rubble. In reaction, Israel has exercised its legitimate right to self-defence and to destroy the military power of Hamas. But there comes a point beyond which an operation of this sort becomes counter-productive and morally unjustifiable. And now we have reached that point.

The humanitarian crisis in Gaza is so severe that a ceasefire is essential, irrespective of whether Israel feels it has achieved its military objectives. It goes without saying that there will always be civilian casualties in urban warfare; but the deaths of hundreds of people, including scores of children, cannot be countenanced. Israeli army commanders have clear-cut obligations under international law to ensure that civilian casualties are kept to a minimum; and those obligations are binding even if civilians are being used as human shields by unscrupulous Hamas fighters. It cannot be right to seek to protect the innocent victims of southern Israel by the killing of the innocents of Gaza .

For those, including this newspaper, who sympathise with Israel 's predicament and understand the motivation for the Gaza offensive, it has become increasingly difficult to watch the unfolding catastrophe with any degree of equanimity. If Israel appears to ignore the suffering of ordinary Palestinians, its enemies benefit. In all humanity, it must facilitate the movement of sufficient food and medical relief to the people of Gaza .

The UN Security Council resolution 1860, drafted by the United Kingdom and passed on Thursday night with one abstention – that of America – offers a way forward, though only if other agreements now being negotiated can ensure Israeli's security. It proposes an immediate ceasefire and the unimpeded provision and distribution throughout Gaza of humanitarian assistance, including food, fuel and medical treatment. It also calls for a durable peace based on an Egyptian initiative, leading to a solution where two democratic states, Israel and Palestine , can live side by side "with secure and recognised borders".

Israel is understandably suspicious of this wording: it remembers that the 2006 ceasefire resolution in southern Lebanon failed to deliver the promised disarmament of Hizbollah. But if the bombardment of Gaza is prolonged, then it will harm Israel in the long term. In the end, a political answer must be found. No military solution will last.
