الولايات المتحدة: الانسحاب مع تولي سوريا رئاسة هيئة نزع السلاح العالمية

قادت الولايات المتحدة الاحتجاجات على تولي سوريا الرئاسة الدورية لمؤتمر نزع السلاح في الوقت الذي تتهم فيه دمشق على نطاق واسع باستخدام السلاح الكيماوي.
قال سفير الولايات المتحدة في الأمم المتحدة في جنيف إنه "من السخرية" أن ترأس سوريا مؤتمر نزع السلاح، وذلك بعد أن انسحب سريعا عند بدأ الممثل السوري بالحديث.
وقال روبرت وود قبل بدأ الجلسة مباشرة:" وجود سوريا هنا بحد ذاته مثير للسخرية، لقد ارتكب النظام عددا لا يمكن عده وحصره من الجرائم ضد شعبه من خلال استخدام السلاح الكيماوي، ومن غير المقبول أن يقود مثل هذه المنظمة".
يتم تدوير كرسي رئاسة هذه المنظمة بصورة دورية كل أربعة أسابيع حسب الترتيب الهجائي، وقد جاء دور سوريا هذا الأسبوع.
وأضاف :" ليس لدى نظام دمشق مصداقية وسلطة أخلاقية لترؤس المنظمة. على المجتمع الدولي أن يتكلم". وذلك في تغريدة كتبها السيد وود.
كما قال أيضا:" النظام الذي استخدم السلاح الكيماوي ضد شعبه ليس له مكان في رئاسة المنظمة".
كما احتجت بريطانيا هي الأخرى على هذا التحرك.
حيث قال السفير البريطاني ماثيو رونالد في بيان صادر عنه:" تستنكر المملكة المتحدة حقيقة أن سوريا سوف تستلم رئاسة مؤتمر نزع السلاح، وذلك بالنظر إلى تجاهل النظام المستمر للمعايير والاتفاقات الدولية الملزمة بمنع انتشار السلاح".
ولكنه أشار إلى أن جميع أعضاء المنظمة من بينهم سوريا يجب أن يوافقوا على تغيير نظام الرئاسة الدوري.
بعد مقتل مئات الأشخاص في الهجمات الكيماوية قرب دمشق عام 2013، تم الاتفاق من خلال روسيا على تخلص سوريا من السلاح الكيماوي، وذلك لتجنب الضربات الجوية الأمريكية.
أثار هجوم بغاز الكلور والسارين في مدينة دوما في 7 إبريل من هذا العام ضربات صاروخية عقابية ضد مواقع مشتبه بها للسلاح الكيماوي في سوريا من قبل بريطانيا وفرنسا والولايات المتحدة.
بعثات أخرى دائمة في المنظمة تدعم الولايات المتحدة وبريطانيا سوف تحتج على هذه الحركة بسبب افتقار سوريا "للشرعية السياسية" و"السلطة الأخلاقية" في المنظمة، وفقا لمصدر دبلوماسي.
وأضاف المصدر إنه لن يسمح للدور سوريا بتدمير العمل الذي تقوم به المنظمة الدولية.
من غير المتوقع أن يقود بعض السفراء وفود بلادهم في المؤتمر إشارة إلى عدم الرضى والاحتجاج.
وقال الأمين العام للأمم المتحدة أنتونيو غواتريس، الذي قدم أطروحته الخاصة للمؤتمر الأسبوع الماضي أنه لا يملك السلطة على نظام التناوي الرئاسي.
وقال إنه يأمل أن رئاسة سوريا لن يكون لها "أثر سلبي" على أهمية العمل في المؤتمر.

Walk-outs as Syria takes over as chair of global disarmament body

The United States led protests on Tuesday as Syria took over the rotating presidency of the Conference on Disarmament at a time when Damascus is widely accused of using chemical weapons.
The US ambassador to the UN in Geneva said it was "a travesty" that Syria would head the Conference on Disarmament, leaving briefly when the Syrian representative took the floor.
"Syria's presence here is a travesty. This regime has committed countless crimes against its own people through the use of chemical weapons, and it is just unacceptable for them to be leading this body," Robert Wood said just before the session began.
The CD chair rotates alphabetically every four weeks and Syria's turn came round this week.

"The Damascus regime has neither the credibility nor moral authority to preside over the CD.
"The international community must not be silent," Mr Wood wrote on his Twitter account.
"A regime that has used CW (chemical weapons) against its own people has no place presiding over the CD's work."
Britain also protested against the move.
"The UK deplores the fact that Syria will assume the presidency of the Conference on Disarmament, given the regime's consistent and flagrant disregard of international non-proliferation and disarmament norms and agreements," British ambassador Matthew Rowland said in a statement.
But he pointed out that all CD members including Syria had to agree to change the rotating system.
After hundreds of people died in chemical attacks near Damascus in 2013, a deal with Russia was struck to rid Syria of chemical weapons, staving off US air strikes.
A suspected chlorine and sarin attack in the Syrian town of Douma on April 7 this year triggered punitive missile strikes against alleged chemical weapons sites in Syria by the US, Britain and France.
Other permanent missions to the Geneva-based CD support the US and Britain and would protest against Syria's lack of "political legitimacy" and "moral authority" at the conference, a diplomatic source said.
Syria's role would not be allowed to damage the proper working of the CD, the source added.

Some ambassadors were not expected to lead their delegations at the conference in a sign of protest.
UN secretary general Antonio Guterres, who put his own disarmament proposals to the CD last week, said he had "no power" over the rotation system.
He said he hoped Syria's presidency would not have a "negative impact" on the important work of the conference.
The CD is a multilateral disarmament forum that meets in three sessions a year in Geneva. It negotiates arms control and disarmament accords and focuses on the cessation of the nuclear arms race.
